Can my wife give my children to her parents?

My wife and I split over 2 years ago and have been off and on. She destroyed our house and many vehicles over a drug problem, had abortions from other guys and has been put on probation for trying to run one over with a car. Now she is telling me that I can't have our children and that she is sending them to another state to live with her felon, meth addict parents. Is that kidnapping? Do I have any recourse if she does that?
