Consumer Protection from automobile repair shops?

What form of Consumer Protection would protect you and inhibit you to take recourse when you pay an automobile repair shop to do a service on your vehicle and they charge you for it and tell you it was done but you find out it was never done and have hard evidence to back it up??? Any advice is greatly appreciated and would surely help if someone posted a link to some good and trusted information. Thank you in advance...
