Can i take legal action if my landlord charge me?

What legal recourse do I have my landlord charge me �3000 for rent me Business car wash,this amount not deposit or shop rent Only for rent me Business he not give it some one else,he asking me to offering him cash,and the Business now close down,has not got a proper reason for it.Only i have bank statement showing if i send him that money.by law is allowed landlord charge me for give me key of the Business?thanks
